Our game rules and operating policies (hereinafter
the "Participating Rules") govern your use of any information
taken or used from our website, including your registration and
participation in any Play Bingo Online game (hereinafter the "Game").

to play a Game or you enter our website, you are confirming your
full understanding and acceptance of the Participating Rules. In

accept the terms of this agreement, you should not play the Game.

Fairness Statement
We believe that the Play Bingo Online Game system
has been designed to be 100% fair to all players. We have worked
with our developers to continue to reinforce the product's reliability
based on technical issues that have arisen due to the various factors
associated with Internet Bingo.
Unlike a Bingo hall where a Player can YELL
Bingo and halt the Game immediately, Internet Bingo is played across
the globe in many different time zones through a large network of
interconnected routers and satellite connections. Although there
are times when the Internet runs smoothly and network traffic arrives
to it's destination on time, there are a number of factors that
can prevent data from arriving caused by:
1. Dropped connections
– This can be when a players dialup connection to their ISP
times out because they were on too long, or because someone picks
up a second phone while connected via dialup or other situations
that will terminate their connection to their ISP. Sometimes, ISP’s
have network problems that inhibit or prevent network traffic from
reaching their destinations.
2. System Hang-ups –
Occurs when the program encounters a situation that prevents it
from working or is terminated abnormally by the operating system.
This can happen with any software program. We have analyzed this
for Play Bingo Online and have determined that this happens about 0.001%
(or 1 in every thousand) of all the games played.
3. Internet Routing Issues
– Sometimes there is network congestion on the Internet that
prevents or inhibits network traffic from arriving at its destination.
You may have experienced this while surfing the net on your browser

pressing reload will clear this problem.
4. Socket Errors –
Socket errors occur when situation (1) or (3) occur and indicates

have provided us with the following "Game System Protocol"
which we are making available to you. We hope that it clearly explains
to all of our players how the game system works, that it is undeniably
random, and most importantly, fair and enjoyable.Game System Protocol:
We have been asked to detail how the Play Bingo Online game system works.
By providing this information for you we hope that players will
realize that the advantages of architecting Play Bingo Online in this
way far outweighs the disadvantages.
- The Game Server Starts a New game by selecting
the Game pattern for the next game.
- The Game server enables player card purchasing.
- The Players manually select their game cards
from a deck of 30,000 unique bingo cards.
- Players purchase their desired cards. The
purchase requests are sent to the game server.
- The game server receives the purchase requests
from the players and enters their selected cards into the game.
The server sends an acknowledgement back to the player telling
the player that their cards have been purchased, and entered into
the game.
- 10 Seconds before game start time the game
server suspends further card purchasing.
- The game server then generates 75 numbers
between 1 and 75 using the systems random number generator.
- The game server then systematically applies
the random calls to each of the player purchased bingo cards and
cross checks each card with the winning pattern. With this procedure
the game server has now determined the number of winning bingo
cards in the deck of player purchased cards and at which call
the cards have won.
- The game server then broadcasts all of the
calls to the players game clients (both Java & windows version)
- The player's game client software recieves
this information and begins calling the numbers.
- Calls are presented to the user every ten
seconds.
- Players can then play and chat with other
players knowing that in the event of any system, or telecommunications
interruption their cards have been fairly entered into the game
and that in each case the true game winner (or winners) will be
awarded the prize.
The outline provided here shows that our
game system is fair and completely random. Players are presented
with random cards which they can select at random.
The 75 calls for the game are generated randomly
AFTER the card sales have closed. The only factor that enters into
determining a winner is the cards that players select on their own.
There are no external or internal factors that assist or deter people
from winning – it is purely a combination of card selection
strategy and luck.
Players are always
credited with wins regardless of program or network problems during
a game in progress.
Finally, players should also be aware that the
Government of Costa Rica licenses Play Bingo Online to operate on the
Internet. One of the operating licensing requirements is a fairness
opinion, which was conducted by an independent party to ensure that
Play Bingo Online is fair and ethical. The fact that Play Bingo Online is recognized
by the Internet Gaming Commission. Being a fair, ethical and licensed

Definitions and Terminology Used in Our Game
- A Player Is a person who registers to play
Play Bingo Online by filling out our registration form with the required
information, correctly completed, and makes a Purchase.
- A Purchase occurs after a Player enters
the Play Bingo Online website and Purchases Bingo card(s) from funds
that has been deposited in a Players Account by the Player. When
a Player elects to deposit funds into their Player Account by
one of our e-commerce systems, the Purchase must be validated
by Play Bingo Online and its credit card and other agents. In the event
that Purchase is subject to a charge-back, or is otherwise incomplete,
the Purchase becomes void. A game Purchase is considered valid
if the Players deposit of Cash funds transaction is complete.
We can not offer refunds once a Purchase is made. All Purchases
are made in United States currency.
- A Card represents a set of a randomly collected
numbers between 1 and 75 (inclusive) organized in 5 column, 5
row configurations. Until a Card is in play, Players have the
option to change the collection of numbers by selecting a new
Card. Once a Player accepts the collection of numbers for any
Game, the Card becomes valid and In Play.
- A Sheet represents one (1), two (2), three
(3) or four (4) sets of a randomly generated Bingo cards. A player
can elect to purchase individual cards from $0.05 to $1.00 US
each!
- A Game is a collection of purchased rows
that are valid and in play.
- A Game Variation is a specified pattern that
must be matched on a Player's card in order to win a Game and
receive a Prize.
- A Call is a broadcast message from our Game
server, received by your computer containing a randomly generated
number between 1 and 75.
- A Bingo Call is a broadcast message from
a Player’s computer, received by the Play Bingo Online game server
identifying that Player as a holder of a Game Variation.
- In Play will be the term used to describe
any Game that has been initialized by our Game server and is receiving
calls and communicating with the Game server is in play.
- A Prize is a cash allotment that is payable
to a Player (or Players if there are more than one winner) who
identifies to the Play Bingo Online Site, through a Bingo Call, a match
to the Game Variation of a Player Card. Prizes are automatically
deposited into a Players Winner Account.
- The Parties: Play Bingo Online and the Player.
- A Player ID is username that is assigned
to the player by The Play Bingo Online Site at the time of registration,
such used by the parties to uniquely identify a Player.
- A Player Account is the account in which
the Player’s use to deposit funds, use to buy into games,
deposit winnings into and request payouts from. Once a Card is
In Play, the Game Credit can not be returned to the Player.
4.
Participation Rules
To participate in a Game a Player must be
18 years of age or older, must read and consent to all of the Participating
Rules and must have authorization to use a valid credit card acceptable
to Play Bingo Online.
- Participation will require that Players register
with Play Bingo Online by correctly completing the registration details
and offering a full name, address, city, zip code or postal code,
state or province, country, e-mail address and telephone number.
For any subsequent participation, a Player must login with their
Player ID (provided by Play Bingo Online) and the Player password.
- Games will be offered at approximately 2
(two) minutes after completion of a previous game. Play Bingo Online
has exclusive authority to modify the Game schedule without prior
notice.
- Any Player who wins a Prize may be transmitted
a reference number which will identify a specific win. The Player
is responsible for the preserving of any reference numbers provided.
- In the event that there is a discrepancy
between the Game Variation as it is recorded in Play Bingo Online's
database, and that recorded by the Player, the Calls recorded
in the Play Bingo Online game server shall be considered valid.
- A Purchase will be void if for any reason
payment is not received by Play Bingo Online or if there is an applicable
charge-back at a later date. Play Bingo Online reserves the right to
limit any Player's participation in a Game, particularly in the
event that a Purchase is rendered void.
- Prizes will be deposited into the Player’s
Account.
- The balance of a Winners Account will be
mailed upon a request by the Player, to the mailing address provided
at registration. A minimum payout request of $50 is required.
- Employees of the Play Bingo Online are prohibited
from participating in a Game.
- Players can request a Payout only under
the following conditions:
- Players can request a payout from their
winnings only. The amounts cannot exceed their Player Account
cash balance which must be in good standing. The Play Bingo Online
site reserves the right to withhold any such payments until
all financial transactions have been settled and cleared.
- Players can request a payout if they
wish to close their Players account. Any unpaid or outstanding
charges will be subtracted from their account balance in the
event of charge backs.
- Players CANNOT request a payout from
deposits made to their account unless they wish to cash out
and close their Player Account. Requesting payouts from their
account balance derived from deposits and not wins will be
deemed a cash advance from the Play Bingo Online Site and a misuse
of our online purchasing system. In such cases, The Play Bingo Online may levy a surcharge to offset transaction and administrative
costs.
- In ALL cases, the Play Bingo Online reserves
the right to withhold any such payments until all financial
transactions have been settled and cleared.
- You are only allowed to register once. Multiple
accounts are strictly forbidden and will result in your accounts
being disabled. You are limited to one account per household.
5.
Cost of Playing Play Bingo Online
A player can elect to purchase individual cards
from $0.05 to $1.00 US each! Players can purchase as little as 1
(one) card to participate in a game. Players can purchase up to
24 rows (4 cards for each row) to participate in a game. Players
can start another Play Bingo Online game program to play more than 24
rows of cards per game.
6.
Claiming Prizes
Prizes shall be automatically deposited to our
Player Account cash balance. Players can purchase games from their
winnings or request a payout be mailed the address given at the
time of registration. Because all Play Bingo Online payments are authorized
by our Custodian and Trustees, who administer all of Play Bingo Online’s
financial transactions, it may take up to thirty (30) days for you
to receive your Prize.
Players who wish to claim their prize money
must request a "payout". This can be done by visiting
the Players Area and selecting the Payout Request link.
However, please make sure that the mailing information
is correct when you register in order to avoid mailing delays.

Limits of Liability and Indemnification Statement
THIS PUBLICATION IS PROVIDED AS IS WITHOUT WARRANTY
OF ANY KIND, EITHER EXPRESSED OR IMPLIED, INCLUDING, BUT NOT LIMITED
TO, THE IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR
PURPOSE, OR NONINFRINGEMENT.
REFERENCES TO SERVICES AND PRODUCTS ARE PROVIDED AS IS WITHOUT WARRANTY
OF ANY KIND, EITHER EXPRESSED OR IMPLIED. IN NO EVENT SHALL THE
Play Bingo Online BE LIABLE FOR ANY SPECIAL, INCIDENTAL, INDIRECT OR CONSEQUENTIAL
DAMAGES OF ANY KIND, OR ANY DAMAGES WHATSOEVER RESULTING FROM LOSS
OF USE, DATA OR PROFITS, WHETHER OR NOT ADVISED OF THE POSSIBILITY

- It is the responsibility of Player to ensure
that they understand and comply fully in respect of any national
and international laws, regulations, directives etc. applicable
to the Player.
- Play Bingo Online cannot be held responsible for
any third party claims of any kind against Players.
- Player's agree that they are 18 years of
age and have authorization and authority to use the credit card
offered to the Play Bingo Online for a Purchase.
- Play Bingo Online's liability with respect to any
claim made by a Player shall be limited to the Prize.
- Under no circumstances will Play Bingo Online be
liable to any costs or expenses incurred by a Player in making
a claim.
- Play Bingo Online will not be held liable to any
costs or expenses incurred by a Player for any overdrafts relating
to deposits to Player Accounts made through our e-commerce systems.
It is the Player's responsibility to ensure that sufficient funds
are available to them before they make a deposit to their Player
Accounts via our e-commerce systems.
- Play Bingo Online will not be held liable to any
costs or expenses incurred by a Player for any overdrafts resulting
from multiple deposits to a Player's Accounts made through the
improper use of our e-commerce systems. Reloading a cash deposit
transaction page constitutes misuse of our e-commerce system and
as such, Play Bingo Online will not be held responsible or liable for
any overdraft charges or costs that they may incur as a result
misuse of our e-commerce systems. Play Bingo Online will issue a credit
for any multiple billings arising from the use or misuse of our
e-commerce systems.
- Play Bingo Online shall have the right to suspend
or withdraw any participation at its absolute discretion. Personal
details of all Players will remain confidential unless Players
agree to their details being used for future publicity purposes.
- Play Bingo Online will not be liable for any loss
of whatever nature arising from the cancellation of any round,
including the loss, for whatever reason, of the chance to participate
in the Game.
- In particular, but without prejudice to the
generality of the foregoing, Play Bingo Online will not be liable to
any person:
- In the event of force majeure,
- For the failure of, or damage or destruction of Play Bingo Online's
central computer system or records, or any part thereof,
- For delays, losses, errors or omissions resulting from failure
of any telecommunications or other data transmission system, for
any delay resulting in non receipt of any participation for a
particular round.
- Play Bingo Online will not be liable for any loss
as a result of an act of God, an outbreak of hostilities, riot,
civil disturbance, acts of terrorism, the act of any Government
or authority (including refusal or revocation of any license or
consent), fire, explosion, flood, hurricane, theft, malicious
damage, strike, lock-out, or industrial action of any kind.
- The Parties shall not commit nor purport
to commit the other to honor any obligation other than is specifically
provided for by these Participation Rules.
- The Player accepts liability for any damages
which may be caused by the misuse of his/her membership number
and access-code details on Internet.
- These Participation Rules constitute the
entire Agreement and understanding between the Parties.
8.
Disputes
The Play Bingo Online wants to assure all of its players
(and perspective players) that it has made every effort possible
to provide you with the world's most entertaining, reliable, and
more importantly yet, honest Bingo game on the Internet. It is our
sincere intent to ensure that all of our players are satisfied with
the quality and fairness of our games. Every effort possible has
been made by The Play Bingo Online to promptly and impartially resolve
all disputes that may arise from the use of our game.
Customer satisfaction is our primary goal in
providing you our Bingo game. As the operators of Play Bingo Online, we
are determined to provide you our highest level of customer service
possible. Our resolve is to consistently provide you with a fair
and impartial dispute mechanism in the event that a dispute occurs.
The success of our business is dependent on providing you with exceptional
customer satisfaction policies. Obviously, happy customers will
ensure that we win new customers and that our existing players will
continue to come back to enjoy Play Bingo Online time and time again.
However, please be advised that in the event
of any dispute regarding a participation or a Prize, the decision
made by the Play Bingo Online will be final and binding.
The relationship between the Parties as well
as this Agreement are governed by and construed in accordance with
the laws of the Government of Costa Rica.
Play Bingo Online reserves the right to amend these
Rules from time to time and vary them without prior notice.
9.
Rules for eligibility for any compensation or bonus
To be eligible for chat bonus wins or any
compensation, a player must be playing the current bingo game and
have funded their accounts via a deposit within the last 2 weeks,
unless Play Bingo Online deems that the player has enough funds in "bank"
account (not comps) to prevent them from funding. A player is entitled
to receiving a maximum of 400% of chat bonuses per last deposit
amount.
(For example: For a deposit of $50, a player may receive up to $200
of BB's within a two week period).
The more you deposit, the more BB's you can get!
- Play Bingo Online reserves the right to deny any
compensation to a player if a player has not funded within 60
days of winning a bonus or compensation; or
- has created more than one account (multiple
accounts are strictly prohibited) or
- Fraudulent activity has been identified.
- Funding Bonuses DO NOT apply to redemption
flowback.
10.
General Bonus Money Rules
Always Provide Valid Information - The Player acknowledges that
if any of the information that he/she provides to The Play Bingo Online
is untrue this agreement will be void, and he/she will be liable
to The Play Bingo Online for any damages and costs suffered as a result.
Bonus Abuse Will not be Tolerated: The Play Bingo Online reserves the
right to refuse or rescind the Bonus for any reason including, but
not restricted to, player abuse. In case of abuse, The Play Bingo Online
reserves the right to discontinue player's membership and to prevent
the player from accessing The Play Bingo Online in the future.
The Player clearly understands that all promotions offered by The
Play Bingo Online are limited to one player per family, per address and
per credit card, unless by prior agreement by The Play Bingo Online management.
You will not attempt to receive promotions more than once, by any
means. The Player is allowed only one active account. Winnings will
only be paid to players having ONE account. If the Player has more
than one account, all winnings will be void. If a second account
is created it will be closed and the bonuses and winnings may be
voided.
Limited Access to The Play Bingo Online: We reserve the right to limit
the access of The Play Bingo Online to any persons for any reason that
The Play Bingo Online deems necessary. You are automatically and without
notice prohibited from playing at The Play Bingo Online if any of the
following apply to you:
- Minors and anyone under the age of 18
- Any Player with missing or inaccurate information provided to
The Play Bingo Online concerning himself/herself or his/her Account.
- Any employee, consultant, licensee, distributor, affiliate, advertiser,
marketer, media partner, promoter, retailer of The Play Bingo Online or
members of the immediate families of any of the foregoing.
- Any person playing on behalf of an individual that is not allowed
to play with the casino;
- Any person not abiding by the Rules of our casino
- Any individual from a jurisdiction in which gaming is unlawful.
Participation in gaming and the activities at our casino is only
open to persons living in jurisdictions where such participation
is legal and not prohibited.
- Citizens from the following locations are prohibited from playing
for real wagers at The Play Bingo Online unless they deposit using Western
Union or submit a Credit Card Agreement Form beforehand. We apologize
to the customers from the countries detailed below for the inconvenience
caused. The countries are: Albania, Armenia, Azerbaijan, Belarus,
Byelorussia, Bosnia, Bosnia and Herzegovina, Bulgaria, Cost Rica,
Croatia, Czech Republic, Estonia, Herzegovina, Hungary, Turkey,
Iraq, Iran, Pakistan, Afghanistan, Myanmar, Zimbabwe, Denmark, Indonesia,
Kosova, Latvia, Lithuania, Malaysia, Moldova, Montenegro, Romania,
Russia, Russian Federation, Serbia, Slovakia, Slovenia, Ukraine
and Yugoslavia. We reserve the right to refuse or limit any wager
without prior notice.
11.
Bonus Money Rules:
A Bonus Money is essentially free money, and we'll give you a lot
of it! You can earn FREE Money by introducing your friends to our
game, or by winning contests, or by being in chat and playing our
special games. Use this free money just like cash to buy cards.
You can buy cards with it and win real money that way but cannot
withdraw it. Start now and earn more and more Free money!!!!
Any promotion which offers 125% or more Bonus is only for your first
deposit, until and unless specified as reload/redeposit bonus specifically.
12.
Free Money Rules
Periodically we have promotions that award bonus
money without requiring a deposit (No Deposit Bonus). Following
are the rules for such promotions. These rules apply unless otherwise
specified in the associated promotion.
1. The bonus money cannot be withdrawn.
2. The winnings from the bonus money can be withdrawn if the total
wagers exceed four times the bonus given.
3. Any withdrawals will first be reduced by the amount of the bonus.
The remaining amount must exceed $50.
4. The maximum payout awarded for any payout resulting from Free
Money wagering is $500. Winnings in excess of this amount are considered
null and void.
5. Progressive jackpots AND coverall games will
not be paid if won using Free Money.
6. Please refer to the Limited Access to The Play Bingo Online under General
Bonus Rules
7. Deposit bonuses are NOT FREE MONEY and maybe
use to play progressive jackpots and coverall games.
13.
Withdrawal Policies
We process withdrawals once a week, unless you
have received an offer from us for a quicker payout. We only process
one payout per player a week, any other request will be flown back
into the account. The deadline to request your payout is 11:59 p.m
Eastern Standard Time on Thursday evening. All eligible payouts
will be processed over the weekend to be paid in its original deposit
method the forthcoming Monday. We will credit back the maximum amount
possible to the original deposit method and any amount over that
will be sent by Neteller, Pre-Paid ATM, FedEx, check (fee applies)
or . All accounts must have a correct valid contact
phone number and email address listed in their account profile.
Use of an invalid phone number as well as email address is grounds
for forfeiture of any and all winnings.
All bonus money will be forfeit upon requesting a withdrawal; however,
you may retain your bonus if you leave a real cash amount equal
to the bonus amount e.g. $75 winnings $15 bonuses you may withdraw
$60 and keep your bonus money.
Deposits played with no bonus will be paid with no play through
requirements. Maximum amounts as specified in paragraph below apply.
You are only entitled to withdraw 10 times the amount of your last
deposit, not including your bonus. Any withdraw amount in excess
of this 10 times rule will be forfeited. If you receive any bonus
under 200 percent you will have to play your deposit plus bonus
amount a total of 5 times before you are eligible for a withdrawal.
Once you have met the play through requirements you will be able
to withdraw any amount of cash money you have requested in your
account up to a maximum of $500.00 and $50.00 minimum, unless otherwise
specified by us or if your winnings are from a progressive jackpot
or a coverall. If the winnings are from a progressive jackpot or
coverall you may withdraw a maximum of $2000.00 per week.
If you receive a bonus over 200 percent for your deposit, casino
wagering requirements and rules apply. (See casino rules).
From time to time we will offer players different promotions that
will have high bonuses, quick payouts, and no maximum cashouts.
All the terms and condition will be specified to the player at the
time they make their deposit.

Cashback Rules
- Use of multiple account numbers or names
in order to receive bonus promotions is forbidden and may result
in the forfeiture of ALL bonus funds and winnings.
- If you have a pending withdrawal or balance
in your account you can not redeem cash back.
- You MUST claim this cash back within 24 hours
after the deposit date.
- Cash back is offered on your last deposit
only.
- Redemption Flowback can not be used as deposit.
